We are very fortunate to be living in St. Johns County for many different reasons. One important fact that you may not be aware of is that St. Johns County has participated in the National Flood Insurance Program (NFIP) since 1973.
The NFIP is a federal program enabling property owners in participating communities, such as St. Johns County, which includes The Neighborhoods of World Golf Village, to purchase insurance protection against losses from flooding. The NFIP was established by Congress in 1968 and is based on an agreement between local communities and the Federal Government (FEMA), stating that if a community will adopt and enforce a floodplain management ordinance, to reduce future flood risks to new construction in Special Flood Hazard Areas (SFHA), the Federal Government will make flood insurance available within the community, as a financial protection against flood losses. A SFHA is a high risk area (A or AE), defined as any land that would be inundated by a flood having a 1-percent chance of occurring in any given year (also referred to as the base flood).

I started to work for Jim & Sherry Davidson (pictured below), the master developers of World Golf Village, about 10 years ago. I remember Sherry taking me for a tour of the King & Bear at World Golf Village right after I joined the team. There were two homes in Bearsford, one in Kingsbury and one in Waterbury by the Links. That was it…four total homes. Today, there are almost 700 homes behind the gates of King & Bear. So, I guess you can say I have seen World Golf Village evolve over the years. However, that wasn’t the true beginning of the World Golf Village story. It actually started many years before the first homes were built!
Over the years I worked with Jim & Sherry and the rest of the Davidson team, I have heard bits and pieces of thousands of stories about the early days. Jim recounts making deals on nothing more than a handshake with honorable men and Sherry tells of how exciting it was when a UPS delivery truck bounced down a dirt road and found the construction trailer for the first time. Along the way, they ran into difficult times and colorful personalities. And they found a way to survive both!

The nationally circulated trade magazine for commercial landscape and development, Landscape Architect and Specifier News, selected the Davidson Companies’ headquarters building at the gateway to World Golf Village as its February, 2010 showcase project. The magazines choose the Davidson building as the cover feature based on the storyline and pictorial beauty portrayed in the project submittal. Working from the materials and script produced by the Davidson Companies, the magazine’s editor emphasized the project’s “people-friendly” characteristics and gracious business environment. The fusion between the building’s indoor spaces and its outdoor rooms fascinated the editor, who displayed, in the article, all of the intriguing design elements that distinguish the building.

Never have we been happier to hear the hammers, electric saws, beeping trucks and other sounds of new construction! Once again our St. Augustine golf course community is abuzz with new home activity. More than 40 new homes are currently under construction in World Golf Village. The new construction projects are spread throughout a variety of the master-planned neighborhoods. Says Sherry Davidson, president of Davidson Realty, the leading real estate agency for World Golf Village and surrounding St. Johns County communities, “This new home building activity continues a forward trend in construction we started to see at the beginning of 2010, and we expect the St. Augustine and Jacksonville FL real estate markets will continue to improve this year.”
Currently there are 13 homes under construction in The Cascades, the active adult retirement community. Sixteen homes are underway in Laterra Links, the high-end enclave of coach homes, and another 10 homes are under construction in Heritage Landing, the amenity-packed family neighborhood. Also under construction are two custom homes in Oakgrove Estates and The Crest, respectively. Davidson added, “We started seeing a recovery to the real estate market in late 2009. In January 2009, there was not a single new construction project on the horizon, but we kicked off January 2010 with several different projects and the building continues.”

We are all aware of the lingering problems facing the real estate market on a nationwide basis. During the past real estate down-turns, financial institutions, investors and individuals took direct responsibility for their problems and realized early on that they had to come up with a solution that would eliminate or substantially reduce their losses. This time the federal government decided to come to the rescue. Program after program was announced including monetary bail-outs, debt restructuring options and even debt forgiveness. As a result most, if not all, of the financial institutions, investors and individuals opted for a wait and see attitude related to their troubled real estate assets. Time, as always, has marched on. As a wise old Georgia farmer once told me “I don’t like horses; they eat while you sleep”! Well interest is the same way with or without the inherent penalties for non-payment. It just keeps accruing. Many of the loan defaults started in late 2006 and early 2007. While there have been bail-outs and some debit restructuring the back log of troubled assets is still monumental in many markets.
This brings us back to the question of “Why Davidson Advisory Services, Inc. (DASI)? Very simply a strong market need. Any restructuring of existing financing, modification of permitting, change of intended use or revived sales efforts must rely heavily on a well thought out comprehensive disposition strategy taking into account current and projected market conditions.
